And this without any cost for public budgets

With 250,000 unemployed less in a year, the improvement of the labour market is very real. And a few knocks in January and this month, not enough to contradict a trend I think deep and lasting. I was among the first to explain that the decline in unemployment found its source in the vitality of job creation in enterprises and in a better fluidity of the labour market.

Yet that was not heard in recent months. "Optical effect", "statistical processing of unemployment", or "administrative manipulation". Left, including demonstrated unusual imagination to try to sow doubt in the minds of the French on the reality of the decline in unemployment. Let us be clear. No, the labour force did not decrease and youth are always also present on the labour market. Not, the NAE did not "massive" radiation of unemployed. The head of the majority Union at the NAE held indeed useful to clarify that "there was no instruction to that effect."

Now was the resumption of employment. However, the poor polemics do not cease. Would not be good jobs, not good employment contracts fast food jobs have I even heard. Therefore, it does compterait not! Yet, the number of CDI progresses like other types of contracts, knowing that even a short contract is obviously preferable to unemployment!

A few months of major deadlines, it is good to remember that the politicians have the ardent obligation to tell the truth to the French. To tell the truth about the difficulties when there is. But to also tell the truth when our country is better. The figures, they are as follows. More than 70,000 jobs in the last three months, or about 300,000 in annualized pace: what are the best results over the past five years! 230,000 businesses are created every year, never égalé pace.

These results are not the result of happenstance. The policy can act. Still necessary to do correctly. Of course can create jobs in credit. The left made a brilliant demonstration with jobs-youth. But the clock is painful when it comes to pay the note. 20 billion euros to hire young people skilled in the public sector and finally return number of them to unemployment. Since 2002, we changed method and logic: through structural reforms to combat the causes of unemployment.

On the one hand, we have restored the ability of companies hiring. I think with the loosening of the 35 hours, but also to the relief of loads policy which continued and expanded, developed 800,000 jobs, according to estimates of the Employment Council. This in fact the most effective measure for employment never implemented. We opened the doors of SMEs with the CNE. More than 600,000 hirings were carried out in a year. According to the Dares, between 10 and 30 of these jobs would have not seen the light without this new contract. And this without any cost for public budgets.

On the other, we find the rates of activity, particularly among older workers. Born of a consultation with the social partners, the senior level, by helping to put an end to prejudice, promotes maintenance and the return in employment of more than 55 years. With the individual right to training, we have a tool for adaptation of qualifications and securing of career paths. The alternation we have resurrected is now attention by young people. Finally, we have renovated the public employment service by introducing custom job seekers monthly monitoring

Decisive impetus is engaged. I want in the coming months to secure and to amplify the effects, especially for young people. I have two priorities. First of all, I wish, with the Minister of National Education, the establishment of a great public service of the direction for which an inter-ministerial delegate has been appointed. Young people must be informed on their choice of orientation (chances of success, rate of employability of channels...). Then, I want to succeed to bring schools and universities in the world of work, two worlds unfamiliar to. Moreover, the development of the alternation in the superior is absolutely essential.

Finally, I wish to develop massively VAE (validation of experience acquired). This device allows to recognize skills acquired, and that open new business opportunities. This is a true revolution: we're going to move from a logic of protection illusory of jobs in a logic of protection of persons.

The political agenda the majority, which I put in two years has produced two years of significant effects. With boldness and determination, we have undermined long-term causes of unemployment. There is still much to do, but these results convince me that our direction is good.
